About the Role

The Lead Anti-Fraud Officer independently leads complex governance, risk, and compliance (GRC) activities and serves as a subject matter expert in enterprise information security governance, risk management frameworks, regulatory compliance, and third-party risk management. This role bridges technical execution and programme leadership, collaborating with legal, audit, and business stakeholders to drive mature GRC outcomes aligned with the Saudi Fintech regulatory environment.

Key Responsibilities

  • Lead development and continuous improvement of information security policies, standards, procedures, and governance frameworks
  • Serve as subject matter expert for regulatory domains, translating requirements into implementable control objectives and monitoring regulatory developments
  • Lead enterprise information security risk assessments using advanced methodologies; own and maintain the risk register with appropriate escalation protocols
  • Lead compliance monitoring for CFFR, NCA ECC, PDPL, ISO 27001, and PCI-DSS; manage audit cycles and coordinate evidence collection
  • Design and deliver security awareness programmes; develop GRC metrics dashboards with accurate KPI and KRI measurement
  • Mentor junior and mid-level team members on governance documentation, regulatory interpretation, and risk assessment methodology

Enterprise Risk Management

  • Execute complex risk assessments applying qualitative and quantitative methodologies aligned with organizational risk appetite
  • Lead Business Impact Analysis (BIA) processes for critical functions; coordinate recovery requirements and Business Continuity planning
  • Design control effectiveness testing programmes with gap analysis and risk-ranked remediation recommendations
  • Lead third-party information security risk management including assessment frameworks and vendor reviews

Compliance & Cross-Functional Leadership

  • Manage internal and external audit cycles; track remediation to closure
  • Integrate information security requirements into third-party contracts and procurement processes
  • Serve as primary GRC contact for business and technology teams; represent GRC in cross-functional working groups and regulatory workstreams
  • Contribute to GRC knowledge base development with reusable templates and training materials

Required Qualifications

  • Bachelor's degree in Information Technology, Computer Science, Cybersecurity, Risk Management, or related field
  • 3–5 years progressive experience in information security governance, risk management, or compliance with demonstrated leadership of risk assessments and compliance programmes
  • In-depth knowledge of CFFR framework (required)
  • Experience in regulated Fintech or banking environment (strongly preferred)
