Senior Global Health Security (GHS) Advisor – DOS LEAP Global, Morocco
Dexis is seeking a Senior Global Health Security (GHS) Advisor to be based within the Moroccan Ministry of Health and Social Protection, supporting the Department of Epidemiology and Disease Control (DELM). The role is part of the LEAP Global program, which transitioned to the U.S. Department of State as of July 1, 2025.
About the Role
The advisor will provide technical support with a focus on preventing, detecting, and responding to emerging infectious disease threats. The role supports a One Health approach (human, animal, and environmental health) across multisectoral government departments, such as the Ministries of Health, Agriculture, and Environment. The advisor will identify programmatic bottlenecks, facilitate solutions, and report to the U.S. Department of State on a weekly and monthly basis.
The program envisions two Senior GHS advisors. One profile is an expert in epidemiology and public health; the other is an expert in management and monitoring-evaluation.
Responsibilities
- Interpret epidemiological trends and develop reports, summaries, and bulletins, supporting multisectoral coordination on high-risk zoonotic diseases.
- Support ministries in delivering life-saving health assistance, including community-based active surveillance, infection prevention and control, case management, emergency operations, and point-of-entry screening.
- Provide technical support and engage in field work to implement programmatic and response interventions at national and sub-national levels.
- Monitor GHS program implementation, review performance reports submitted to the Global Fund and other partners, and recommend service delivery improvements.
- Support Pandemic Fund grant applications and implementation, avoiding duplication with U.S. Government-funded projects.
- Support rapid and accurate reporting of threats to domestic and international systems, such as IHR 7-1-7 and WAHIS, and help meet JEE, SPAR, and Pandemic Fund targets.
- Participate in calls with multisectoral stakeholders and the U.S. Embassy, and provide reports to the U.S. Embassy and Department of State.
Reporting
Submit a detailed monthly report to the U.S. Department of State by the 5th day of the following month, plus a weekly progress report with a short paragraph on main successes.
Qualifications
- Master's or doctoral degree in public health, epidemiology, global health, medicine, or a related field.
- At least 7 years in global health security, infectious disease prevention and control, or health systems strengthening.
- At least 5 years of USG experience and partners management.
- Proven ability to lead teams, manage complex projects, and provide high-level technical advice to government officials.
- Expertise in disease surveillance, outbreak response, laboratory systems strengthening, and risk communication.
- Strong written and verbal communication in English and French; Arabic/Darija preferred.
Familiarity with USAID or Department of State programming and C/AOR experience are highly desirable.
