Operations Manager – Construction Projects

Position Overview

The Operations Manager oversees the execution and delivery of a diverse portfolio of construction projects, including residential, commercial, office buildings, hospitals, clinics, universities, educational facilities, hotels, and industrial buildings. This role provides overall operational leadership across multiple projects, ensuring delivery within agreed timelines, budgets, quality, safety, and targeted margins.

Key Responsibilities

• Oversee execution of all construction projects from mobilization through final handover, ensuring compliance with schedules, budgets, quality, safety, and profitability targets.
• Lead weekly project reviews with Project Managers, identify potential issues early, and implement recovery plans where required.
• Standardize project management methods, procedures, reporting, dashboards, and execution practices across all sites.
• Oversee project mobilization, including transition from technical to execution team, review of contracts, drawings, risks, budgets, schedules, and site setup plans.
• Review and approve construction methods covering reinforced concrete, post-tensioning, prefabrication, steel structures, formwork, scaffolding, and MEP coordination.
• Plan and allocate manpower, management resources, equipment, formwork, and scaffolding across projects.
• Monitor project budgets, cost forecasts, margins, variations, and claims; review and approve progress statements.
• Oversee equipment fleet management, including purchasing, rental, maintenance, utilization, and operating costs.
• Supervise central warehouse operations, including stock movements, inventories, material consumption, and redistribution between sites.
• Oversee logistics and transportation, including material deliveries and inter-site transfers.
• Participate in selection and management of subcontractors; monitor performance and approve work for payment.
• Take overall responsibility for health, safety, and environmental performance across all sites; lead incident investigations.
• Ensure implementation of quality plans and oversee inspections, snagging, and final handovers.
• Act as senior operational contact with clients, architects, consultants, and participate in project steering committees.
• Lead, motivate, and evaluate Project Managers and heads of Equipment & Maintenance, Warehousing, and Logistics.
• Participate in recruitment and development of project management and site teams.

Key Requirements

• Engineering degree or Master's degree in Civil Engineering, Construction, or Building Engineering; Project Management certification or MBA is an advantage.
• Minimum 15 years of experience in building construction, preferably within a general contracting company.
• At least 5 years in a senior operational or project leadership position overseeing multiple projects simultaneously.
• Proven experience managing 4–5 construction projects simultaneously.
• Strong track record across residential, commercial, office buildings, hospitals, clinics, universities, and hotels.
• Experience with technically complex buildings, particularly hospitals and higher-education facilities.
• Experience managing construction equipment fleets, central warehouses, and site logistics.
• Strong knowledge of construction practices and the Moroccan construction environment.
• Strong technical knowledge of construction methods, structures, formwork, prefabrication, and MEP coordination.
• Strong project management skills including planning, cost control, contractual management, and risk management.
• Strong leadership and decision-making skills; ability to manage multidisciplinary teams under pressure.
• Excellent negotiation and communication skills with clients, consultants, subcontractors, and suppliers.
• Fluent French (mandatory); professional English (required); Arabic/Darija (advantage).
• Willingness to travel extensively across Morocco and maintain strong presence on construction sites.
